The charger is still attached, yet the percentage does not rise. That can look like a weak charger or a failing battery, but on many devices it can be deliberate.&lt;/p&gt;&#xA;&lt;p&gt;Some phones and laptops offer a &lt;strong&gt;charge limit&lt;/strong&gt; or related battery-care feature. Instead of keeping the battery near its maximum state of charge whenever power is available, the device stops charging at a lower level.
